EXPERIENCE

  • Regional Director of the National Labor Relations Board for over 24 years

  • Reached timely and well-reasoned determinations in thousands of unfair labor
    practice disputes arising among a multitude of varied industries in New York, Ohio,
    Kentucky, West Virginia, Washington, Oregon, Montana and Alaska

  • Actively and successfully facilitated amicable and creative settlements, many of
    which involved discipline and discharge issues

  • Supervised active representation case program, achieving a high percentage of
    voluntary election agreements and issuing timely pre-election decisions, consistently

    recognized as thorough and properly supported

  • Oversaw the investigation and prompt resolution of hundreds of post-election
    challenges and objections

  • Engaged directly in litigation before the NLRB and in federal district courts,
    including matters arising in Maryland, Virginia and the District of Columbia

  • Chair, King County (Seattle) Bar Association, Section of Labor and Employment
    Law (2102-2013)

  • Chair, 2012 Pacific Coast Labor & Employment Law Conference

  • Trustee, King County (Seattle) Bar Association, Labor and Employment Law Section

  • Held leadership positions on numerous NLRB committees and projects, including
    the
    Impact Analysis Committee, accomplishing a fundamental restructuring of the
    agency’s priorities and practices in investigating and resolving unfair labor practices

  • Chaired the NLRB’s committee which significantly reorganized, revised and updated
    the manual that provides agency staff and public stakeholders the definitive guide for

    processing unfair labor practice cases

  • Chaired Federal Executive Board, which coordinates activities of numerous federal agencies

  • Chaired Combined Federal Campaign, the primary vehicle for charitable activities of

  • federal employees

  • Chaired the Regional Directors’ Committee, which meets regularly with Washington,
    D.C. headquarters, to resolve agency-wide operational and case-handling concerns

  • Presidential Rank Award, 2010, based on record of outstanding achievement
    throughout career as NLRB Regional Director

FEES

Grievance Arbitration: $1,200 per day for travel, hearing and motions, review of record,
research, and preparation of written decision and award, billed in one-half day increments.

Cancellation Policy: One-half day per scheduled day of hearing for matters cancelled
between thirty and fourteen days prior to start of scheduled hearing; one full day per
scheduled day of hearing for matters cancelled fourteen days or fewer prior to start of hearing.

Travel Time: Travel time outside the hearing, either on the same or a different day, is
charged at $60.00 per hour.

Expenses: Actual cost of reasonable expenses is charged, including items such as airfare, car
rental, food and lodging. Automobile mileage is charged at IRS rate. Airfare will be charged
at the lowest fully refundable fare available for convenient flights at the time of purchase.
