President's executive orders on employees of federal contractors

The President announced this morning that he will be signing three executive orders relating to federal contractors and their employees.

These three executive orders will:

  • Require federal contractors to post a notice informing employees that they have a right to join or not to join a union. (Under the previous President, the notice informed employees that they had a right not to join a union.)
  • Require that whenever a federal agency changes contractors, the new contractor must offer jobs to the nonsupervisory employees who worked for the previous contractor.
  • Deny federal contractors reimbursement for funds spent to "support or deter their employees' exercise of their right to form unions and engage in collective bargaining."
