Operating Engineers 501 (short form), Mission Power Joint Trades Agreement, SATCO and Edwards Air Force Base, SEIU and Kaiser Permanente, AFGE and Marine Corps Logistics Base, AFGE and various military bases, U.S. Dept. of Labor and its unions, Alaska State Employees Union and State of Alaska, City of Costa Mesa and Costa Mesa Officers Assn. and others, AFSCME and MWD, Riverside County and police/other units and Alameda Corridor, Playa Vista and McCarran Airport master labor agreements, CA State Dept. of Corrections and CA Correctional Officers’ Assn., State of Alaska and the Inland Boatmens’ Union.
Extensive experience in a wide range of industries and public sectors including all levels of government. Extensive experience in the mediation of workplace disputes. I am also experienced in fact-finding in sexual harassment matters and in facilitating the resolution of ADA reasonable accommodation disputes. My collective bargaining fact-finding experience includes disputes regarding both economic and non-economic issues.
Panel member of the hearing/arbitration/mediation panels of the American Arbitration Association (Labor/Employment-Mediation/Arbitration), Federal Mediation and Conciliation Service, National Mediation Board, California State Mediation and Conciliation Service, California Public Employee Relations Board, numerous Southern California local government employment boards and commissions and the Los Angeles County Employee Retirement Association.
Memberships: National Academy of Arbitrators (Vice President) and of the Society of Professionals in Dispute Resolution (now ACR). 1997-98 Chair of the Los Angeles County Bar Association Labor and Employment Law Section (past President). Member of the Labor and Employment Research Association, formerly IRRA (National Director and past president of the So. Cal. Chapter). Neutral Council member of the ABA Section of Labor. Past neutral co-chair and contributor to the 6th Edition of How Arbitration Works and Discipline and Discharge. Member of the ABA Litigation Section (Committees on Employment & ADR) and of the ABA Alternative Dispute Resolution Section (Committee on Arbitration). FEES: I charge per diem fees for days of hearing, study/writing and travel outside of metro Los Angeles which interferes with hearing time. I also charge actual travel expenses outside of metro Los Angeles.
I charge a full per diem for any dates scheduled and cancelled in less than three (3) weeks.
SCHEDULING: My preference is to schedule by email, if possible. My practice is to offer multiple available dates which are not reserved at the time of offer, so parties are advised to make a first and second choice.
